The certification of contractors operating in the sewer rehabilitation sector, as provided for in Standard Tender Document 250 - art. 42 ยง 6, was started on January 1, 2025 (read more via Execert) under the BCCA.EXE mark. This means that for tenders for new projects and repairs as part of ongoing projects, certification will apply from 1/01/2025 and contractors can apply for certification from BCCA. Contractors should take this into account in their pricing.
In consultation with the sector, it was decided to involve all stakeholders; the project owner can easily apply for a project under certification, after which the certified contractor will complete the project. If interaction by the project owner or engineering firm is necessary, they will be notified via an email notification.
The certified techniques are CIPP (Cured In Place Pipe), pipe in pipe system, GRP panels, shortliner and stainless steel rehab sleeve. The technical regulations and certification rules (available online) and an interactive follow-up system were developed in cooperation with the stakeholders. This system allows the construction partners involved (project owners, contractors and engineering firms) to obtain info for his projects in a transparent way about the status of the execution, any findings and relevant information such as calculation notes, technical sheets or test reports.
The certification does not shift responsibilities at the construction site, but it does support the construction partners by providing transparent and relevant information. The project owner and/or engineering firm retain their responsibilities such as the approval of calculation notes or products.
