The building stock in Belgium, as in the whole of Europe, is facing a major challenge. The sustainability of buildings has become a top priority, both economically and ecologically, and this will receive more and more attention in the coming years. Sustainability is reflected both in the proper and preventive maintenance of buildings and in energetic renovation facing the 2050 climate goals.

Condition assessment using a standardized inspection methodology

Objective, transparent and correct information about the quality of the building, the maintenance needs and the risks of not carrying out works is crucial to maintain buildings in a sustainable and economically efficient way and plan renovation measures. For this purpose, the building manager can use certified building inspectors to carry out a condition assessment according to the Dutch standard NEN2767.

Using a standardized inspection methodology, such a condition assessment provides insight into the technical quality of the structural elements and technical installations of a building, the maintenance needs and the risks of postponing measures. This is thus an objective tool to support decisions. For each component, the building inspector determines the severity, extent and level of degradation of the defects observed and, based on this, determines the condition between 1 and 6, where 1 equals new construction quality. Additionally, he determines the consequences of these defects if repair is delayed. This can include consequences in use, cost, image, consequential damage and safety, and is determined according to the building manager's priorities. Certification of building inspectors

BCCA certifies building inspectors to perform condition assessments according to NEN2767. These condition assessments require extensive knowledge of construction and/or installation techniques and inspection reports should be prepared in an objective manner. These persons must first pass a theoretical and practical exam. Subsequently, their condition assessments are followed up annually by random sampling by an independent, impartial and expert commission and every certified building inspector should undergo regular refresher training. In this way, the quality of the condition assessments is monitored and the client can use these results with confidence.
